A note on the South African period
During 1998 and 1999, Erlank was involved in casino and amusement-centre operations in KwaZulu-Natal. The operations subsequently became involved in legal disputes concerning gaming machines and the powers of police and provincial authorities. Contemporary reporting records that Erlank obtained court interdicts preventing police from raiding certain amusement centres and closing them down.
The dispute included questions about the technical characteristics of gaming machines and whether machines without hoppers capable of directly paying winnings fell within the legal definition of gambling machines at the time. The issue became part of the wider debate surrounding South Africa's changing gambling legislation.
According to evidence reported during later court proceedings, an agreement was reached in April 1999 concerning police action against businesses associated with Erlank and business associate David Winter. The agreement reportedly provided that certain businesses would receive prior notice before being raided. The circumstances surrounding the agreement later became part of proceedings involving former KwaZulu-Natal organised-crime police official Piet Meyer.
It is important to distinguish between court testimony, allegations and established findings when describing this period. The contemporary reporting concerns proceedings and evidence surrounding the agreement; it should not be presented as a finding that Erlank himself was convicted of corruption.
